George,
The fact that both RX and TX are way down points to the following
possibilities.

1.LO power is too low, not "turning on" the mixer.
2.The mixer is defective. I believe this unit has a single, switched,
mixer.
3.The pin diode mixer switch is bad or not being biased on.

I do not have a diagram handy for the transverter, just taking a stab
based on symptoms.
Is the hot resistor you mention for the MAV 11 bias ?
If so replace it with the next higher wattage (1/2 watt?), these guys
draw far too much current for a 1/4 watt size. Recheck device current
after replacement, you may need to change the value a bit to get the
proper bias.
