CR4/L1/C32 1.61 VDC
CR3/C5     0.8  VDC

Yes.

When I do this I see the voltage go up a bit - very small amount.
If I tune in a signal on 144 mhz I can make is go away and/or get 
weaker when I short this point to ground.
