1.39 volts.

 Do you have a freq counter?  Or a broadband Rcvr to see if
> it is running on 116Mhz?

I dont have a freq counter - but I can hear signals on 144.200 
on my TR-751a and they are on 28.200 coming out of the 
transverter.
