[DEMI] 2304-144 TX relay +R TC board (update)

OK - I have not received any reponse on my query about the +R antenna
relay output from my DEM TC board yet.  (I was out of town too for a day
this weekend as well-)  After some more troubleshooting I have found
that K3 on the TC does not switch after all.  I am keying the TC with
the PTT H input via my 290rII which seems fine... K1 and K2 pull in -
the collector of Q1 (junction with D2) goes low - but K3 never changes. 
Has anyone built a new TC board successfully since may '2000?  I am just
wondering if the board layout is correct - the date on my schematic is
5/08/00.  I never measure any voltage on the neg term of C13 which tells
me that K3 never switches.  My K3 is mounted on the top of the TC board
just like K2.  I have checked all diodes in the circuit and everything
tests fine - any help appreciated
